The United States makes final anti-dumping rulings on low-melting polyester short fibers from Taiwan, China

On June 19, 2018, the U.S. Department of Commerce announced a final anti-dumping ruling on low-melting polyester staple fiber (Low Melt Polyester Staple Fiber) imported from Taiwan and South Korea: 1. Far Eastern New Century Corporation, the enterprise involved in the case in Taiwan, and other manufacturers and exporters in Taiwan The dumping margins of both manufacturers are 49.93%; 2. The dumping margins of Huvis Corporation, the Korean company involved in the case, are 0.00%, and the dumping margins of Toray Chemical Korea Inc. and other Korean manufacturers and exporters are all 16.27%. This case involves products under the U.S. harmonized tariff number 5503.20.0015. The U.S. International Trade Commission (USITC) is expected to make a final ruling on anti-dumping industry damage in this case on August 1, 2018.

At the same time, the U.S. Department of Commerce ruled that the South Korean company involved in the case, Toray Chemical Korea Inc., had an emergency situation and exported a large amount of the products involved in order to avoid the possibility of a positive final ruling. Therefore, it decided to start 90 days before the preliminary ruling in this case was published in the U.S. Federal Register. Anti-dumping duties will be retrospectively levied on the products involved in the case declared by Toray Chemical Korea Inc. in the United States.

On June 27, 2017, the American company NanYa Plastics Corporation applied to the U.S. Department of Commerce and the U.S. International Trade Commission on behalf of the U.S. domestic industry, requesting to launch an anti-dumping investigation into low-melting polyester short fibers imported from Taiwan and South Korea. On July 18, 2017, the U.S. Department of Commerce issued an announcement to launch an anti-dumping investigation into low-melting polyester short fibers imported from Taiwan and South Korea. On January 29, 2018, the U.S. Department of Commerce issued an announcement stating that it would make a positive preliminary anti-dumping ruling on the products involved in the case imported from Taiwan and South Korea. According to U.S. statistics, the U.S. import volume of products involved in the case from Taiwan and South Korea in 2017 was approximately US$76.6 million and US$26.8 million respectively.
