Today, it has been 20 years since the first industrial cluster meeting of the China Textile and Apparel Industry Federation was held. On December 24, 2002, the China National Textile and Apparel Industry Federation (then China Textile Industry Association) held a national textile industry cluster development seminar at the Great Hall of the People in Beijing and officially announced that 38 cities, counties, districts and towns including Shaoxing County have become the China Textile Industry Federation. The industrial cluster pilot areas of the China National Textile and Apparel Industry Federation have been selected as pilot areas for industrial clusters, and these areas have been awarded the title of corresponding characteristic towns, marking the official opening of the industrial cluster service work of the China Textile and Apparel Industry Federation. This is the most important starting point for the China National Textile and Apparel Council to transform the functional service industry after the institutional reform. It is also a strategic measure to promote the development of local economy and industry economy. All member units and departments of China Textile Federation, together with local industry organizations at all levels, scientific research institutes, colleges and universities, and various local service agencies, have carried out multi-level and multi-angle service work for industrial cluster areas: conducting in-depth investigations Research, understand and grasp the difficulties and problems encountered by the industry, and strive for policy support from governments at all levels; provide industry consulting services to industrial cluster areas and formulate industry development plans; assist various enterprises to expand sales channels and develop domestic and foreign markets; provide technical services , solve the technical problems encountered by enterprises; carry out relevant training to improve the quality and ability of employees in cluster enterprises; organize international exchanges and carry out international cooperation; carry out information services to improve corporate management levels; promote the construction of social responsibility systems of textile enterprises to protect employees and the rights and interests of stakeholders, to promote the stable and sustainable development of enterprises; strengthen publicity and promotion in cluster areas, and expand brand awareness and influence in industrial cluster regions. These tasks have played an important role in the healthy development of industrial clusters and the rapid growth of enterprises in industrial clusters.
1. The textile and clothing industry cluster has made extraordinary achievements in the past 20 years
Industrial clusters are the inevitable result of the continuous and in-depth evolution of the marketization of the textile and apparel industry since the reform and opening up. They are a spatial organization form of efficient industrial collaboration. The development and growth of industrial clusters not only supports local economic development, expands employment, protects people’s livelihood, and enriches the people, but also supports the expansion of industry scale and improvement of capabilities, demonstrating the ecological and harmonious nature of the textile and garment industry. vitality.
1. Basic situation of industrial cluster development
In the past 20 years, there have been 38 industrial cluster pilots in 2002, with a total textile industry output value of more than 480 billion yuan, an employed population of 3.29 million, and a total number of 86,000 enterprises. By the end of 2021, the total number of industrial cluster pilot pilots has reached 211, and the textile industry output value has reached 3.77 trillion yuan, more than 7 million employed people, and more than 250,000 enterprises.
Over the past 20 years, the textile industry has undergone earth-shaking changes. In 2002, the total output value of enterprises above designated size was just over 1 trillion yuan, with total profits of 34 billion yuan, and nearly 18 million employees in the industry. In 2002, the industry’sexports totaled US$61.77 billion, which was the highest level in history at that time. In 2021, 34,000 enterprises above designated size in the national textile industry achieved operating income of 5.2 trillion yuan, total profits of 267.7 billion yuan, and more than 20 million employees in the industry. In 2021, the total export volume of the entire industry will reach 315.5 billion U.S. dollars, setting a new high in the history of industry export volume.
Industrial clusters are not only crucial in industry economic development, but also play an important role in local economic development. Among the top 100 economically top counties in the country recently announced, more than 60 counties and cities have textiles and clothing as their pillar industries or featured industries; among the top 10 counties, 9 counties and cities have textiles and clothing as their industrial characteristics.
This year, China Textile Federation carried out the fifth review of the industrial cluster pilot. The review targets include 204 industrial cluster areas that have been piloted for three years, plus 6 newly added areas from 2020 to 2021 and 1 that resumed joint construction. There are 211 industrial cluster areas in total. With the approval of the China Textile Federation, it was confirmed that 193 textile and garment industry cluster pilot areas including Jiangyin City in Jiangsu Province passed this review. In 2022, 9 new industrial cluster areas will be added to the pilot program.
Up to now, a total of 202 textile and garment industry cluster regions across the country have established pilot co-construction relationships with China Textile Federation. The regional distribution of industrial cluster pilot areas shows the characteristics of dense in the east and sparse in the west. There are 149 in the eastern region, 33 in the central region, 12 in the western region, and 8 in the northeastern region. Mainly distributed in 20 provinces and autonomous regions across the country, the top five provinces are: 40 in Jiangsu Province, 39 in Zhejiang Province, 26 in Guangdong Province, 22 in Shandong Province, and 15 in Fujian Province. 5. Adhere to green development and promote the industry to establish a green and sustainable development system. To build a modern textile industry system, we must establish a green and sustainable textile development system, which means striving to build a low-carbon and environmentally friendly industrial system with abundant green products, popularization of green processes and green manufacturing, and widely accepted green consumption. Industrial cluster areas should encourage and guide enterprises to develop green textile products, promote ecological design, apply green technology, advocate green consumption, and let the concept of green sustainable development penetrate into every corner of the industry and into the hearts of consumers. Green sustainability is not only an intrinsic need for industrial development, but also an external constraint for building a community with a shared future for mankind in the new era. It is also a concrete manifestation of the textile industry’s fulfillment of social responsibilities. Green development will surely become a new label for the industry, new capabilities for enterprises, and new experiences for consumers.
6. Adhere to talent as the first resource, cultivate a high-quality talent team, and build a solid talent foundation for the development of cluster industries. To build a modern textile industry system, we must establish a talent guarantee system, which means establishing a high-quality textile and apparel talent team, including high-quality management talents, high-quality scientific and technological R&D and design talents, and high-quality production, marketing and service talents. The most important reason why China’s textile and apparel industry can still maintain obvious comparative advantages in international competition despite significant increases in labor costs and rising costs of various factor resources is the guarantee of a high-quality talent team. Industrial cluster areas must closely rely on the support of universities, scientific research institutes and industry organizations, carry out in-depth cooperation, persist in implementing multi-level and all-round talent training plans, and continuously deliver high-quality talents to enterprises.
The “14th Five-Year Plan” period is an important stage for the textile industry to comprehensively build a textile power and achieve high-quality development. It is also a critical period for implementing the spirit of the 20th National Congress and building a modern textile industry system. It is also a critical period for building a modern textile and apparel industry cluster. Only by strengthening confidence, upholding integrity and innovating, working hard, moving forward courageously, and adhering to technological innovation, brand promotion, and green development can the textile industry build a modern textile industry system at an early date and make contributions to Chinese-style modernization and the realization of the second centenary goal.
