Recently, Nanxun District, Huzhou, Zhejiang Province released a rectification plan for printing and dyeing enterprises (draft for comments). According to the spirit of the document “Guiding Opinions on Rectification and Improvement of the Printing and Dyeing Industry in Nanxun District” (Xunzhengbanfa [2019] No. 50), in accordance with “pollution reduction, Based on the working idea of ”no increase in energy consumption and improved efficiency”, combined with the current progress of the rectification and improvement of the printing and dyeing industry in the district, a rectification plan for printing and dyeing enterprises in Nanxun District has been studied and formulated, as follows:
Implementation objects
39 printing and dyeing companies with pollution discharge licenses in Nanxun District enterprise. Among them, 6 companies were shut down and 33 companies were renovated and upgraded.
Key tasks
1. Determine the legal use of energy by printing and dyeing enterprises. A third-party organization conducted a comprehensive verification of the energy usage of 39 printing and dyeing companies and compiled an “Energy Usage Verification Report.” Entrust experts to review the “Energy Consumption Verification Report” and determine the total legal energy consumption of each enterprise. According to expert evaluation, the annual energy consumption of 39 printing and dyeing enterprises in the region is 468,200 tons of standard coal, and 6 of them have been shut down, with an annual energy consumption of 76,700 tons of standard coal.
2. Implement emission trading energy consumption translation. In accordance with the document “Nanxun District Printing and Dyeing Industry’s Surplus Emissions Rights Trading and Transfer Work Plan” (Xunzheng Office Letter [2020] No. 18), the surplus emissions rights of closed and eliminated enterprises will enter the secondary market for trading, and the energy consumption indicators will move simultaneously with the transaction emissions. , limited to printing and dyeing enterprises that implement emissions trading within the region. (Energy used for translation = Wastewater discharge amount obtained from transactions/Total wastewater discharge amount of closed enterprises * Total energy used to confirm rights of closed enterprises).
3. Standardize relevant approval procedures. Printing and dyeing enterprises that purchase excess pollutant emissions are allowed to implement printing and dyeing technical transformation and expansion projects, and in principle, they are not allowed to exceed the translational energy consumption; printing and dyeing enterprises that implement the entire plant relocation are not allowed to expand production in principle, and the pollutant emissions and energy consumption are shifted with the project, and the original factory site is not allowed to Then implement printing and dyeing or other water- and gas-related pollution projects. Shut down enterprises and use energy to protect Xiangniu enterprise projects first. Enterprises involved in relocation and technical transformation will prepare feasibility study reports based on confirmed energy usage and pollution emissions, and submit them to relevant departments for approval after joint review by departments. Only projects that have completed the approval procedures can be implemented.

The list of proposed transfers of Fuyu’s emission rights indicators
According to documents on June 29, the Nanxun District Development and Reform Economic and Information Bureau and the Ecological Environment Branch proposed to participate in the trading of surplus emission rights in the printing and dyeing industry. The transfer qualifications of 25 enterprises were jointly investigated and reviewed.
According to the “Guiding Opinions on the Rectification and Improvement of the Printing and Dyeing Industry in Nanxun District” (Xunzhengbanfa [2019] No. 50), the average tax per mu in 2019 is less than 200,000 yuan/mu, Companies ranking in the bottom ten in total tax revenue in 2019 (the ranking does not include closed companies), companies whose planning and site selection of construction projects clearly do not meet industry management requirements, and companies that have clear reduction tasks in this round of rectification and improvement are not allowed to participate in this round of bidding auctions.
Guiding Opinions on Rectification and Improvement of the Printing and Dyeing Industry in Nanxun District
Principles and Standards
1. Principles
1. Close and eliminate enterprises. Enterprises that do not comply with the overall land use plan or the overall urban plan, and whose average tax revenue per mu and unit electricity consumption tax for three consecutive years from 2016 to 2018 are lower than the three-year average of the printing and dyeing industry, are included in the list of closures and eliminations. Among them, the tax is based on the actual tax paid by the enterprise, the land area is based on the industrial census land area (including rental area, etc.), and the electricity consumption of the enterprise is based on the actual electricity consumption (the same below). For closed down enterprises, the government will buy back 50% of the pollutant discharge volume. The remaining 50% of the pollutant discharge volume can be traded within the zone with approval, but relevant procedures must be completed in accordance with regulations.
2. Integrate and reorganize enterprises. Enterprises that do not comply with the overall land use plan or the overall urban plan, but whose average tax per mu or unit electricity consumption tax from 2016 to 2018 is higher than the three-year average of the printing and dyeing industry for at least one year, are included in the list of integration and reorganization. Integration and reorganization enterprises are allowed to implement integration and reorganization with printing and dyeing enterprises that comply with the “two regulations” within the specified period. After integration and reorganization, the enterprises must go through relevant procedures in accordance with the regulations and complete rectification and upgrading in accordance with the rectification and upgrading requirements. Conditional towns (development zones) Can be moved into the park.
3. Rigid reduction of enterprises. Enterprises that comply with the overall land use plan and the overall urban plan, but whose average tax revenue per mu and unit electricity consumption tax for three consecutive years from 2016 to 2018 are lower than the three-year average of the printing and dyeing industry are included in the rigid listCut the list. Rigidly cut enterprises to reduce their pollution emissions by 40%, encourage the integration and reorganization of enterprises with better returns, and improve management levels, process equipment and pollution control capabilities.
Based on the above principles, the relevant towns (development zones) will formulate specific rectification plans (i.e., the “one enterprise, one policy” plan for printing and dyeing enterprises), which will be reviewed by the leading group office and approved by the district government Implemented after approval.
2. Standards
Printing and dyeing except for the closure and elimination of enterprises Enterprises carry out remediation and improvement through integration, reorganization, technological transformation, etc. (hereinafter referred to as “renovation and improvement enterprises”). In principle, the time to implement technical transformation shall not exceed 6 months, and the time to implement relocation or factory reconstruction shall not exceed 12 months. After completion Achieve the following standards:
1. Efficiency improvement. In 2019, the average tax revenue per mu will be no less than 200,000 yuan/mu, and in 2020 and beyond, the average tax revenue per mu will be no less than 300,000 yuan/mu.
2. Green development. Energy conservation and emission reduction are achieved through measures such as eliminating outdated products, technologies and process equipment, and increasing the reuse rate of reclaimed water. Carry out clean production review and acceptance, complete water balance testing, and actively create water-saving enterprises above the municipal level; the water reuse rate of cotton cloth enterprises reaches more than 30%, and the water reuse rate of non-cotton cloth enterprises reaches more than 35%; supply Centralized heating is used for steam, self-provided boilers retained with consent must use clean energy, and all types of waste gas emissions must meet the permitted emission standards.
3. Management standards. The enterprise is a single entity and cannot be rented out; supporting pollution control facilities must install independent electricity meters, install online monitoring and card sewage discharge systems, and be uniformly connected to the ecological environment supervision platform for real-time monitoring.
If the remediation and improvement enterprises fail to reach the annual average tax revenue target per mu, differentiated policies will be implemented in the next year according to the performance evaluation of Class D enterprises, and the total emissions will be reduced by 30%. The government will Repurchase in accordance with relevant regulations; if the tax revenue target per mu per mu of the year is not achieved in the year of implementation of differentiated policies, it will be shut down and phased out within a time limit. If an enterprise engaged in rectification and promotion of environmental violations and crimes is administratively detained or held criminally responsible in accordance with the law, it will be shut down and eliminated immediately.
In recent years, Nanxun District has further optimized the structural layout in order to promote the quality and efficiency of the industry, and eliminate backward products, technologies and process equipment that do not comply with national industrial policies and energy conservation and emission reduction requirements. , improve process equipment and pollution prevention and control levels, and reduce total printing and dyeing pollution emissions by more than 30%. </p
