Your city’s “Request for Instructions on the Establishment of Shaoxing Binhai New Area” (Shaozheng [2019] No. 50) has been received. The reply is now approved as follows:
1. Agree to establish Shaoxing Binhai New Area. The total planning and controlled area of Shaoxing Binhai New Area is 430 square kilometers. The spatial scope includes the current Jiangbin District of Shaoxing Binhai New City, Shaoxing Paojiang Economic and Technological Development Zone, Shaoxing High-tech Industrial Development Zone, and Jinghu New District. It is managed by Gaobu Street, Yuecheng District, Shaoxing City. , Mashan Street, Sunduan Street, Donghu Street, Lingzhi Street, Dongpu Street, Doumen Street, Jishan Street, Didang Street and Lihai Street, Shangyu District, Shaoxing City.
2. Shaoxing Binhai New Area must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the 14th Provincial Party Congress, and comprehensively Integrate into the national strategy for the integrated development of the Yangtze River Delta, fully implement the “four major constructions” of the provincial party committee and the provincial government and the development decisions and arrangements of the Hangzhou-Shaoxing-Ningbo Integrated Demonstration Zone, and effectively utilize national-level projects such as Shaoxing Paojiang Economic and Technological Development Zone and Shaoxing High-tech Industrial Development Zone. The driving role of the platform is to optimize resource allocation, highlight leading industries, accelerate transformation and upgrading, deepen industry-city integration, and strive to create an important growth pole for the development of the Greater Bay Area, a demonstration area for the transformation and upgrading of traditional industries in the province, a pioneer area for the integrated development of Hangzhou, Shaoxing and Ningbo, and Hangzhou Bay. The south wing is an ecological and livable new urban area.
3. Shaoxing Binhai New Area must adhere to institutional innovation and establish a new area management agency according to procedures in accordance with the institutional structure of “one platform, one subject, one team, and multiple brands” , keeping the original two national-level brands (Shaoxing Paojiang Economic and Technological Development Zone and Shaoxing High-tech Industrial Development Zone) unchanged, and simultaneously canceling the sub-provincial industrial platform brands such as Shaoxing Binhai Industrial Cluster Zone. The establishment and staffing of the management agencies of Shaoxing Binhai New Area must follow the principles of optimization, coordination, and efficiency, strictly control the total amount, and set up in accordance with laws and regulations.
