Foreword

At present, my country’s epidemic prevention and control situation has been further consolidated, and the economic and social order is accelerating to restore. Although there is still a risk of the epidemic spreading abroad, the epidemic situation in most countries and regions has been continuously alleviated. Since May, countries have gradually relaxed restrictive measures and promoted the restart of the economy. However, the huge impact of the epidemic on the global supply chain and industrial chain will be difficult to repair in the short term. At the same time, with the significant increase in unstable and uncertain factors around the world, the operating pressure of my country’s printing and dyeing enterprises is still huge.

In order to understand the order recovery and production and operation situation of my country’s printing and dyeing enterprises after the unblocking and restarting of various countries, and to clarify the new problems and demands faced by enterprises in the “post-unblocking period”, the China Printing and Dyeing Industry Association will start from June 1 , to carry out online “Special Research on Production and Effectiveness of Printing and Dyeing Enterprises” for key printing and dyeing enterprises. As of June 7, a total of 38 valid questionnaires were received, which were compiled and analyzed to form this report. At the same time, our association has submitted the problems and practical policy demands currently encountered by the company to the relevant departments of the China Textile Federation, who will report them to the Ministry of Industry and Information Technology, the National Development and Reform Commission and other relevant departments and bureaus.

The overall impact of the epidemic on enterprises

Judging from the feedback from the questionnaire, the 38 sample enterprises participating in this survey are all enterprises above designated size, among which 76.32% have annual operating income of more than 400 million yuan, and the annual operating income is in Companies with RMB 20 million to RMB 400 million accounted for 23.68%.

In terms of the impact of the COVID-19 epidemic on enterprise production and operations, more than 50% of enterprises reported that “the impact is small, and there are some difficulties in business operations, but the overall situation remains stable”, and 10.53% of enterprises reported that the epidemic “has brought about business development.” “New opportunities will come”, 7.89% of enterprises reported that the epidemic has “no obvious impact” on the enterprise, which shows that large and medium-sized enterprises have relatively strong ability to resist risks and can adopt more active and effective response strategies in crises, allowing enterprises to “turn the crisis into safety” “. But at the same time, some companies have been greatly negatively affected due to product market and other reasons. 18.42% of companies reported that “the impact is very large, and business operations are temporarily suspended.” 5.26% of companies reported that “the impact is serious, business operations are facing serious difficulties, and there is bankruptcy.” risk” (see Table 1).

1. Production situation

01 The output of printing and dyeing fabrics

As China’s economic activities gradually recover, and countries have gradually reopened since May, the orders of China’s printing and dyeing enterprises have shown a positive trend, but they are still far from normal. production level. Judging from the summary of the questionnaires, compared with April, 26.32% of enterprises increased their output in May, with the highest proportion of enterprises increasing within 10%, accounting for 15.79%; 36.84% of enterprises produced output in April and May remained unchanged; 36.84% of companies experienced a decrease in output in May, of which companies with a decrease ratio of 10%-30% accounted for the highest proportion, 21.05% (see Table 2).

Affected by the epidemic, the output of printing and dyeing fabrics by enterprises has generally decreased this year. Compared with the same period last year, only 2.63% of the companies had a slight increase in total output from January to May, and the increase rate was within 10%; 10.53% of the companies were the same as the same period last year; more than 80% of the companies had a decrease in total output compared with the same period last year, of which the proportion decreased. Companies in the 10%-30% category accounted for the highest proportion, 39.47% (see Table 2).

02 Capacity utilization rate

The changes in capacity utilization are basically consistent with the changes in printing and dyeing fabric output. Compared with April, 26.32% of enterprises’ capacity utilization rate increased in May, with the highest proportion of enterprises increasing within 10 percentage points, which was 18.42%; 36.84% of enterprises had the same capacity utilization rate in April and May; 36.84% The capacity utilization rate of enterprises declined in May, with the largest proportion of enterprises experiencing a decrease of 10-30 percentage points, at 18.42% (see Table 3).

The survey results on capacity utilization in May were significantly better than expected during the survey in April. The survey results showed that nearly 60% of the companies’ capacity utilization rate in May was the same or higher than that in April. There has been an increase, while the proportion of companies that made the same prediction in April accounted for less than 30%, indicating that the uncertainty of the global epidemic situation in April made companies more pessimistic about future production.

Compared with the same period last year, the capacity utilization rate of only 7.89% of the companies in May increased, 7.89% of the companies remained the same as the same period last year, and 84.21% of the companies experienced a decrease to varying degrees compared with the same period last year. The highest proportion of companies with a reduction of 10-30 percentage points is 42.11% (see Table 3). The data shows that in May, the highest proportion of enterprises reached 70%-90% of the level of the same period last year, while the highest proportion in the April survey was 50%-70% of the level of the same period last year, indicating that the production capacity of enterprises since May The situation has improved significantly compared with April.

Four Response strategies under the epidemic

Currently, the industry’s supply side and demand are experiencing unprecedented impacts and facing huge risk tests. Enterprises have adopted a variety of response strategies and actively carried out production “self-rescue” . “Stabilizing the existing market and consolidating old customers” is the first strategy of enterprises, with a selection rate of 94.74%, followed by “transforming to automation and intelligence”, with a selection rate of 55.26%, and 50% of enterprises choose “increase marketing” promotion efforts”. See Table 16 for other specific coping strategies.

Five issues and needs

01 Main issues faced by enterprises

With the global epidemic of the new crown epidemic As the epidemic spreads, the key issue affecting industrial development has shifted from the progress of resumption of work and production to the impact of the epidemic on total demand. Survey statistics show that the primary problem currently faced by enterprises is “slowing market demand and reduced orders”, accounting for 84.21%, followed by “fierce market competition, low-price competition disrupting market order”, accounting for 68.42% %. In addition, some companies reported problems such as “high environmental pressure”, “high financial pressure”, and “inventory backlog” (see Table 17).

02 Policy support needed by enterprises

Currently, faced with the complex international environment and the profound impact of the epidemic on the economy, the industry urgently needs the state to introduce and implement A series of policies to hedge environmental impacts, ensure the safety of industrial development, and give full play to the value of the industry. The survey shows that “further introducing tax and fee reduction measures” is the policy support that enterprises urgently need, accounting for 89.47%, followed by “providing certain subsidies for enterprise electricity, venue rent, etc.”, accounting for 63.16%; more than 50% of enterprises It is hoped that “the time limit for exemption and postponement of social security and provident fund payments” will be extended (see Table 18 for details).

Six Summary

Judging from the situation reflected in this survey questionnaire, the production and operation situation of printing and dyeing enterprises in May improved compared with April, and the overall situation was good. However, compared with the same period last year, the company’s operating efficiency has declined significantly, and it will still take time to fully return to normal production levels.

In terms of printing and dyeing fabric output and capacity utilization, the positive change is that May achieved a slight month-on-month increase or was the same as April. The production situation of enterprises has not further deteriorated. However, from a year-on-year perspective, most enterprises’ printing and dyeing cloth output and capacity Utilization rates have dropped by 10%-30% compared with the same period last year, and the pressure to resume production is still high. In terms of product prices, in the context of sluggish demand, in order to maintain production and ensure capital chain, the phenomenon of low-price competition is more prominent. The product prices of more than 60% of enterprises have dropped to varying degrees compared with the same period last year, and the profit margins of printing and dyeing enterprises have been further compressed.

In terms of export orders, most companies maintained the level of April in May, and some companies experienced declines; in terms of domestic sales orders, about 40% of companies achieved month-on-month growth in May, and more than 20% of companies achieved year-on-year growth. Domestic sales orders The increase has shown a pulling effect on reaching production capacity.

In terms of forecasts for export orders in the next few months, most companies believe that with the further liberalization of foreign markets and the increase in domestic demand, both corporate export orders and domestic sales orders will see a significant improvement in July and August. , and the growth trend of domestic sales orders will be more obvious, and the supporting role of the domestic demand market in the industry will be further strengthened. </p
