It is understood that for the special cross-enforcement operation, law enforcement personnel will be dispatched by the comprehensive law enforcement detachment of the municipal bureau, and Duanzhou Branch, Dinghu Branch, Gaoyao Branch, and corresponding environmental monitoring stations will be deployed personnel participation.
The special law enforcement team carried out inspections on 9 printing and dyeing companies in the Qinglian Canal Basin of Sihui City. Law enforcement officers conducted spot checks on Sihui City Jin Dashao Printing and Dyeing Development Co., Ltd. and Sihui City Jinye Dyeing and Finishing Co., Ltd. and other enterprises, focusing on inspecting corporate environmental assessment approval, implementation of the “three simultaneities” system, implementation of pollution discharge permits, operation and management of pollution control facilities, implementation of total volume control, standardized implementation of discharge outlets and monitoring outlets, and solid waste and hazardous waste management; online monitoring Implementation status of operations, maintenance and environmental information disclosure.
Law enforcement on-site monitoring personnel conducted sampling and monitoring of the water pollutant discharge outlets of the above-mentioned companies. During the inspection, it was found that two companies were suspected of abnormal operation of odor control facilities, emergency plans were overdue, and were not re-filed. The site was unable to provide daily wastewater treatment facility operation accounts, sludge filter press operation accounts, and gas treatment supporting sewage stations. There are environmental violations such as irregular operation accounts and falsified daily pollution discharge license test reports by third-party testing companies.
A few days ago, the Municipal Ecological Environment Bureau ordered Jinye Dyeing and Finishing Co., Ltd., which found environmental problems, to stop production for rectification, and required the company to resolutely implement environmental governance responsibilities and abide by environmental laws and regulations. The wastewater discharge outlets of the two companies were also sampled and monitored on site. After the monitoring results are available, further investigation will be conducted.
In the next step, Zhaoqing Municipal Ecological Environment Bureau will continue to maintain a high-pressure posture and carry out cross-enforcement, surprise enforcement, and night and holiday enforcement in key river basins, regions and key industries.
